DEVELOPMENT STRATEGY OF THE CITY OF BANJA LUKA 2007 – 2015

The main goal of the Development Strategy of the City of Banja Luka is to make this document operational in the best possible way and to tie available development potentials of the City, with maximum engagement of citizens interested in good planning and managing the development of their City.

In order to draft documents a survey was organised for citizens and business entities in both rural and urban parts of the City, 14 focus groups met and discussed the development vision and goals, as well as priority programmes and projects, and the manner of promotion of the document.

Workshops were organised with the Working Group for socio-economic analysis, spatial, infrastructural and ecological development, economy and economic development, and the Working Group for social development. Hitherto uncoordinated development of the rural area of Banja Luka in the past 60 years has left a deep trace and many negative consequences to the usage of development potentials and chance of the City to develop. It is not only about the lack of coordination in development of rural and urban areas, but also uncoordinated development among certain rural areas, which is why the City Development Strategy was drafted. In the period until 2015, in the field of economic development, more attention will be paid to the development of agricultural production, industrial capacity building and development of tourism, in the manner to allow maximum valuation of available potentials and not to jeopardise the environment.

The City Development Agency was adopted for the period from 2007 to 2015, and it contains the vision, goals, programmes and projects which will be implemented in that period.

Programme and project part contains basic information on projects in the function of implementing operational and strategic goals. Connection between programmes and projects and the goals is shown in the matrix “From vision to projects” where the City Development Agency participates as the implementing body for 55 projects.
