Regarding the regulations, the following things have been done:
Extra discount for cash payment of fees at once In order to stimulate construction, especially of production facilities, the City has granted an additional discount for cash payment of calculated fees for the costs of urban construction land and rent in the process of construction and legalization of facilities for which the fee is not calculated in a fixed amount.
Thus, for individual residential and residential-commercial buildings, collective residential and residential-commercial buildings, ancillary buildings and public garages, the compensation for the costs of landscaping is reduced by 25%, while for the construction and legalization of commercial buildings, the fee for the landscaping of urban construction land is reduced 30%.
When it comes to production facilities, in the process of construction and legalization of the same, the percentage reduction of compensation for the costs of arranging urban construction land for cash payment is as high as 50%.
Legalization of objects
Given that the deadline for the legalization of illegally constructed structures was constantly changing, work was underway to process the requests for legalization received in 2017.
Real Estate Cadastre
The Republic Geodetic and Property Administration of the Republika Srpska has established a unique record of real estate in 126 cadastral municipalities in the territory of Republika Srpska, and the establishment of a new real estate cadastre is underway in another 41. This process should reduce and simplify the recording of property.
Attracting Investors: Free land for new plants with more than 30 workers
The Mayor of Banja Luka, Igor Radojicic, proposed to the City Assembly a new rulebook on the conditions and manner of alienation of real estate in city property, under which investors could in the future obtain land for the construction of new plants for free or below market price.
With the aim of attracting new investments and boosting economic activity in the city, a new ordinance, which will be presented to councilors at a session scheduled for April 5, could be achieved by investors who commit to employ at least 30 new workers over a period of four years.
According to the draft ordinance, the City Assembly would, before the sale, determine which projects are eligible to be declared an investment project of particular importance for local economic development. In addition, city properties in these categories would be sold solely in public competition.
The ordinance was adopted at the continuation of the ninth session of the City Assembly. With the aim of attracting new investments and strengthening of economic activities in the city area, the new Rulebook – this benefit could be achieved by investors who undertake to employ at least 30 new workers over a period of four years.
